«In the last three years, the current Ecuadorian State has proposed as a slogan, persecute its former president,» they warned in their letter.
The current Vice President of Argentina, Cristina Fernández, the former presidents of Brazil, Dilma Rousseff and Luiz Inácio Lula da Silva, the former presidents of Uruguay, José Mujica and Tabaré Vásquez, the former Secretary General of Unasur, Ernesto Samper, the former president of Bolivia, Evo Morales and five former Latin American presidents asked Interpol to reject Ecuador’s request to broadcast a red broadcast against the former president of the Republic, Rafael Correa, because there would be various irregularities in their cases.
The letter was sent on November 3 to Interpol Secretary General Jurgen Stock. In this letter, the claim of several Latin American governments to use the international institution as a tool of persecution against political opponents is evidenced.
«The international community has witnessed that the government of Ecuador has made the third request for red diffusion against the Economist Rafael Correa Delgado, former president of the Republic of Ecuador, which is illegitimate, unfair and legally inadmissible.»
In the same way, the former presidents say that Rafael Correa is a politically persecuted person because they want to block his participation in the upcoming elections.
«The purpose of the persecution against Correa and the establishment of a judicial process full of vices against him, was to prevent his candidacy for the February 2021 elections.»
On the other hand, in the letter, they refer to Article 82 of the Interpol Regulations, which establishes that the red circular works as a preventive detention mechanism. Furthermore, the Statute restricts red broadcasts broadcast for political or religious reasons and article 3 establishes peremptorily that Interpol is prohibited from «any activity or intervention in questions or matters of a political, military, religious or racial nature.»
